President Joe Biden will rebuke Russia over its invasion of Ukraine and unveil new U.S. plans for global food aid while at the United Nations this week, a top White House official said Tuesday.

Biden is scheduled to give remarks on Wednesday before the U.N. General Assembly in New York, where he plants to rally other world leaders against what his national security adviser, Jake Sullivan, called Russia’s “naked aggression” against its neighbor.

“He’ll offer a firm rebuke of Russia’s unjust war in Ukraine and make a call to the world to continue to stand against the naked aggression that we’ve seen the past several months,” Sullivan told reporters at the White House.

Ukraine has lately mounted successful counteroffensives, including a sweeping attack in the east of the country that drove back Russian forces and reclaimed a large swath of territory in the Kharkiv region, ending what had largely become a stalemate, as the Associated Press reported.

Sullivan also said Biden would make “significant new announcements” about U.S. investments to increase global food security during his speech. The U.S., along with the European Union and the African Union, is holding a global food-security summit on Tuesday.
